Please clarify your question a little, as an A2 upper and a flat top upper are two different items. Also, I've never heard of a 23" barrel, so that would be a custom deal I'm sure.

Stag's complete uppers are chambered 5.56 but can chamber .223 as well.
I'm sure there are other brands out there. |
