I have a pre-ban Colt Sporter that I purchased in 93 with a barrel that is stamped 5.56 Nato 1/7 twist and the lower is stamped .223 is the chamber 5.56 or .223????

It says 5.56 NATO and that is the chambering of that barrel.  The lower can be marked anything and has no meaning or relavance.  If you had a 6.8 marked barrel and .223 marked lower ther is no way the barrel is a .223 right?  Same principle.

the lower does almost nothing to the round the bbl can chamber.
