Yeah, you can buy an assembled upper with no barrel. To install your barrel, you'll need an action block, barrel wrench, some moly lube, and preferably a torque wrench.

does anyone know where i can buy a colt m4 upper without a barrel and is there anything certain i should look for?

Assuming that you have a barrel and nothing else: bolt carrier assembly, charging handle, delta ring, weld spring, snap ring, gas tube, handguards, handguard cap, and flash suppressor. |

While the Clot upper will have the cool little M4 stamp on the front of the receiver, there's not really anything else making it better than a CMT or LMT M4 receiver. Either of these can be obtained for more like $125. I know I have both of them in stock... |

With respect to the initial poster's request, there are things that should be Colt and things that really don't need to be Colt. Upper and lower receivers are two things that definitely DO NOT need to be Colt, but they are the visible, bling with the Colt markings that most want, so there you go.
