I just bought a M-16 A1 upper , it has a forward assist , no shell deflector , and has forging letters P M in the right area under rear sight , who made this ? , and is it a GI , or a reproduction?

P stands for "CAPCO", who would be the company that machined and finished the receiver...

M stands for "Martin Marietta", who would be the company that forged the receiver...

I would venture and say that it is GI surplus...
