What are the legalities in owning one? (if a common citizen, not a clas 3 holder).  Are they like the SBR where someone has to sign off on them?

What are the details?

Is this the wrong place to ask how to build one?

Buy one.

get serial number

submit Forms to ATF

wait

get approved

take delivery

That is the simple version. I have found the best way is to identify a reputable Class III FFL, who will coach you through it.

I did, and it saved me a lot of head-ache, and potential problems.
