I have a bushy A3 upper with a 14.5 barrel with a KKF A3FSMS on it. Can I have an A2 mil spec installed an be ok?

Wasn’t there a member here that added two peel washers to his 14.5/A2 FH set up to bring the total length up to 16”? If that works and you can permanently silver soldier the FH to the barrel then your good to go!

The key to legality is the length from the closed bolt face to the end of the permanently attached muzzle device.

I measured mine using a few sections of assembled cleaning rod with the bolt closed into the chamber. Marked the cleaning rod even with the end of the barrel with FH then laid it next to a yardstick.

Get a 14.7 1/7 chrome lined barrel from CMMG they install a permanent A2 flash hider..the closest look for an M4 clone and the barrel is 4150 MP inspected steel, they also have the SOCCOM barrel in the same legnth...give them a try and on a 14.5 the A2 hider falls like 1/8" short of being civilian legal.
