B = Bushmaster
M = Magnetic Particle Inspection (similar to Magnaflux)...
P = Proof Load Firing has been performed...

5.56 NATO 1/9 = Chambering and rate of twist

HBAR = Heavy Barrel

Hmm I guess this is a factory rifle then, FSB canted to the right, when I first looked it over I though it was Parts gun built by a local shop

Yes, its factory... Bushmasters are famous for their canted front sight base...
