I would like to build a  retro- car15 and dont want the FIRE and SAFE markings on the right side of lower. Who makes them currently? I will have my friend mill down mag fence and A2 rib at the back of the lower. Thanks for any help,   Jerod

Colt and Armalite in my experience. I believe also CMMG and LMT. You could also buy a stripped lower receiver, or ask a company for one with only specific markings.

I have not seen a lower made in the last 10-15 years that didn't have the right side markings----but then I haven't seen all the lowers made in the last 10-15 years.

But why worry about it? If you're having the late addons to the lower milled off, you're going to have to refinish the thing w/one or another of the commercial products, unless you're going to have it reanodized. If you are going to use one of the spray ons, do what I and many others have done. Fill the stampings w/ JB Weld.

If you are going to reanodize, then you might just as well go to the EE section of this site, and look for a pre 1990 lower for sale, which will be a whole lot less expensive.
