Lowers That are stamped restricted for law enforcement military use only. Can someone who is in the military buy one and if so what is the procedure

Not for a personal weapon. There is usually a debate going on over civillian ownership of LEO/Military lowers on this website. There are some prerequisites, but after they are met a civillian or armed forces member *COULD* legally buy one for thier personal weapon. But there are more issues here and right now it would probably not be worth the effort to own one with the AWB due to expire.

There is a thread on this somewhere, but the upshot is that after a LEO-marked receiver leaves the supply chain, it's just another lower except that it's only legal for LE to own as long as it's configured as an "Assault Weapon." If you buy the lower and build it up as a post ban gun, it's completely legal. I have a couple of stripped LE lowers in a box, waiting hopefully for next October.
