What is an "80% lower receiver"? How does it look like? and what are the things needed to be done to make it functional? can it readily be bought or ordered via the internet? Does it already have the manufacturer's stampings?

A forging/casting of a lower which is 80% complete.

You'll need a jig, reamers, taps and etc, see link below....
