can you advise how to open this dang file.  after i hit button to save, it looked like it was loading then a blank screen appeared after it indicated it was done.

Embedded PDF in browsers doesn't always work right.

Save it to your hard drive first. Do this:
Right click on the link, select "Save As..." or "Save link target as" or something like that. Save the file someplace on you hard drive, wait for it to finish. Then open it from your hard drive.
