There are three set screws the you tighten on the turret knob to lock your zero in place. Those three set screws tighten against the shaft of the part in the picture. The center ID of the part in the picture has a spline that mates with a spline on the head of the turret screw shaft.
What can happen when you dial the turrets and hit the end of travel on the turret screw, the part in the picture will stop turning. However, if the three set screws on the turret knob aren't tightened enough they will slip against the outside of the shaft in the picture and cause the marring you see. It's actually just cosmetic damage and won't effect the function of the scope. Also, you only can see it if you remove that part from the turret, which there is really no reason to ever do. So, all in all, really not a big deal, but I understand how people want their equipment to look nice, so we are happy to replace the part.
