If a full time certified police officer purchases a post ban assault rifle, which is legal under 18usc922r and later resigns his position as a police officer is it still legal for him to own the rifle as a non-police officer.

Generally, no.

You need to write BATF with a question asking if an officer who purchases a LEO Only AR15 with his own funds for use on duty, then leaves law enforcement, can he keep the rifle, leaving it in 921(a)(30) assault weapon configuration, or would he have to alter the configuration so it was no longer in 921(a)(30) configuration.

Unless it's a Colt AR-15A3 Tactical Carbine, or otherwise marked "AR-15,"  once the weapon is relieved of all but one evil feature, it is no longer a 921(a)(30) AW, and not covered by 922(v)(1).  Somebody really needs to write the BATF a letter and specifically ask if a former LEO can keep a lawfully acquired post-ban SAW if it is reconfigured.
