If I put a conventional stock on a Post-Ban M3 Super 90 can I increase the magazine capacity to 9 rounds with either a mag extension or an original preban tube?

A post-ban semi-auto shotgun can have EITHER a pistol grip (fixed) stock OR a >5 round mag.  So, yes, with a conventional stock, you can add your mag extension.
