can you have a front pistol grip on a ruger 10/22.

Yes.

A front pistol grip, vertical grip, "K" grip, or whatever you call it is perfectly legal on a rifle, as it is not an evil item on any of the U.S. AW laws.  ( It dosen't "protrude conspicously below the action" of the weapon, only the barrel.)

It is only illegal to have a front pistol grip on a pistol. (makes it an AOW, an NFA item)
