Is it legal to use the carcass of a dead poodle as a silencer on a post-ban Hi-Point carbine with night sights for deer hunting after 11:00pm in the state of Iowa during turkey season?

No.  

You must complete and have approved an ATF Form 11 ("Make/Register Dead Carcass Sound Suppressor") which includes finger print cards, CLEO approval along with AKC verification and annual rabies vaccination verification.

Further, the anal bore must be no more that 13" in lentgth.

I thought poodles were illegal in Iowa! Or is that just the poodles with a bore of over 13 inches?

I've been told that all are still legal in the "free" states of Alaska, Idaho and Oregon.
