This guy wants to sell me some cheap new 25rd, 50rd 10/22 mags. But, he is in CANADA. This is not kosher. Am I correct here?

It's illegal for you (in the US) to buy from him - but not illegal for him to sell those mags in Canada.

The fact that he grinds off the export/leo markings means he knows what he's doing is illegal in the US, so might someday land him some charges for conspiracy.
