This is a link to another forum and in this thread the BATF states that as long as someone is completing your lower receiver under YOUR DIRECTION this is legal.

Does anyone have any info on this ruling?

As long as you're standing over their shoulder the entire time, it shouldn't be a problem.  It would not be legal (for either the owner or the machinist) to drop off an 80% lower and pick up a 100% lower.

OK, better bring me up to speed on this "80% Lower" thing. Where do I find one? What's it all about?

I've been known to build kit guns . . . this could be one for me.
