I thought only .22 rimfire tubes were legal over 10 rounds? Am I wrong?

There are some other exceptions for lever action centerfire rifles.  The current Winchester 94 in 357 Mag., 45 Colt and 44 Mag have 12 round tubular magazines.

The AW ban deals with detachable mags; a tube mag is not detachable. ATF TRIED to limit tube mag capacity under the 94 law but was rebuked.

So why isn't a 15 round non detachable AR lower made for New Jersey, ect or a 30 rounder for the Free USA?
