I'm new and trying to find out how the whole ffl and changing of money works for state to state buying.  This is assuming that you will never actually touch the rifle til after you have bought it.

There is no federal regulation that a firearm be shipped from a FFL.  It must only be shipped to an FFL unless there is a state or local law that does not allow it for either state. Be aware that some FFL's will only receive and transfer a firearm shipped from another FFL.

As for payment or inspection periods or any other condition of sale that is up to the buyer and the seller. Payment is generally required prior to shipping by the seller and a 3 day inspection period by the buyer is usually the norm.

The FFL is only doing the transfer to the buyer and is usually not involved in any other terms of the sale.
