A buddy of mine wants to sell me a rifle to pay off some legal fees and will be in Cali for the next few days.

Can he sell me the rifle,(with an Arizona ID), through my (Cali)FFL person to person or does he have to send the rifle from an Arizona FFL to a CAli FFL?

Assuming the rifle isn't a PRK "AW", then your buddy just needs to deliver the rifle to your FFL, and have your FFL transfer it to you (with NICS check, DROS, etc.).
