Ya' gotta' move there. Seriously, to establish residence in another state, you have to have a mailing address and you have to live there at least part time. Now the definition of "part time" is open to interpretation. Some say that a vacation timeshare is adequate, others have, well, other opinions. Best to contact the particular state. Try the DMV in that state. Or a gun dealer.

Yeah, I'm moving there. Is there an agency I need to contact to get my residency started? Let them know I"m there, so to speak?
