That leaves the field clear for our good friends ABC, CBS, NBC, CNN, The New York Times, the Washington Post etc. to have a field day with their opinions with no chance of rebutal from groups opposing.
(I stand to be corrected on any and all details.)

You are correct, sir.
It is no secret that the USA popular media is disgracefully biased towards the socialist left.
The popular media loves this bill.
Wealthy candidates would be still be allowed to spend their own cash, as far as I can ascertain, knowing little response would be possible. Mc Cain has a Budweiser dealership/monopoly in Phoenix and last I read it was worth $300 million. Kennedy has an even greater net worth. New Clinton type book deals will/can be made to finance Democrat-criminals.
Like gun control, it would be a slippery slope that would soon stop any political speech even on internet forums during this "critical, sensitive period when (wealthy) candidates have a right not to be interfered with" (where's Imbroglio when you need him?).
As for this Supreme Court stopping or gutting anything passed by Congress, it is doubtful. Four Supremes are left wing radicals who believe that the Constitution is not as important as what polls indicate the USA unwashed masses will tolerate. Consider that the 2nd could not be written in stronger language and the courts choose to ignore that.
If any type or form of that bill EVER passes we will have only corrupt multi-multi-millionaires in Congress and corruption to gain funds to defend ones seat will be accepted.
