"And knows not that the sword was given for this, that none need live a slave."

This is from Book 4 of Lucan's "Belli Civilis" (Civil War).  The complete quote is as follows:

"Sed regna timentur ob ferrum et saeuis libertas uritur armis, ignorantque datos, ne quisquam seruiat, enses."

Translated:

"But tyranny is feared as dealing death; and Freedom's self is galled by ruthless arms; and knows not that the sword was given for this, that none need live a slave."
