A microwave heats the WATER in something. If it is dry, like spores, no heating therefore no kill.

Guys, I irradiate almost daily at my job. We nuke Blood components (Gamma Irradiation, from a Cesium 137 sealed source, 1100 Curies when installed in '95). It takes 5+ minutes to irradiate to 25 Gray (enough to "kill" off the nucleus of the white blood cell, so it won't proliferate and cause Graft VS. Host disease). Unfortunately it would be difficult to put each piece of mail in the US through 5 minutes of Gamma irradiation (or less, if you have a stronger source). The shielding and setup alone would be a pain in the ass, and would be very dangerous to the workers.
