Assembly Bill 35,authored by Kevin Shelley, (D) San Francisco would require the licensing of handgun owners in the state.
A thumbprint, a proficiency (shooting?) and written test, and a $32 fee would be required for all handgun owners. Renewal would be every 4 years.
This sounds like the same bill that was defeated at the last minute last year which put handgun owners in the same class as sexual offenders, requiring notification to authorities of any address change, etc...
