Evertime they show the Sacramento Good Guy's incident they never tell the whole story.   First of all, that wasn't a women sent to retrieve the vest.  It was a 13 year old little girl.  At the time it happened there was a news camera on that window all day.  
What the TV show didn't tell was the hostages were all bound and lined up on the floor by the window.  When the window broke the sharp shooter did hit one of the gang members.  Then another one took his gun, and just walked down the row of hostages and shot at them.  I lived in Sacto at the time, and watched it live on channel 13.  You totally knew what he did, even though you didn't want to believe it.  It wasn't a successful rescue as the show led you to believe.
