I found this in a case of  surplus .30-06 I bought at the last gunshow.

What causes the neck to "ripple" like that?  Is it safe to shoot?  (not that I really WANT to shoot it...)

I wouldn't shoot it. I'm not sure what would cause it other than a problem during reloading. I don't think it would chamber with the bulged neck area.

Improper sized neck, I don't think you could get it to chamber if you tried.
And if you did it would cost you dearly.
