I happen to know that there are people in TX that can speak proper English. The two guys that co-founded my company with me are from (and live in) Ft Worth.
This issue is no different than black folks speaking in eubonics.

I had almost this same conversation the other day at work. One of the new guys said that I didn't sound like I was from Texas except for the "yalls" and "fixin to's". Everybody down here says those things though.
I work with another guy that is from Australia that has lived here about 8 years. He sounds like Steve Erwin except he says "yall" and "fixin". I didn't even notice until he was saying that all of his friends were making fun of him when he went back to visit.
Eubonics is completely different. The whole structure of the language is changed. Regional dialects are no different in the US as they are in anywhere else in the world though. It has nothing to do with laziness or stupidity, it's how we grew up. Down here people from Wisconsin sound ridiculous but when they are at home they sound normal and vice versa. People that can't understand this fact are the idiots like the guy who started this thread.
