Buy the tools/jigs, and do it yourself . That way, you can switch back or to something else in the future. Total cost, less than $100. And the future is free.

If the flattop upper is postban, you cannot legally put the preban barrel on it.

What counts is the configuration of the upper which is assembled to the post-ban lower.
For example, I can purchase a new upper in pre-ban config. and assemble it to my pre ban lower. I could not legally assemble the same upper to my post-ban lower. |

OOPS! My bad. I guess the status of the upper reciever itself really doesn't matter, as long as you have a preban lower.
