You live in a arid land the size of Texas. Only 10% of the land is arable and suited for farming. Of that 10% only 17% is actually worked. So, 1.7% of all the total land is worked for agriculture.

There is one main river feeding that land, and it is known to go dry for 3 months out of the year. The avg rainfall is 17" per year.

The land has 2000 miles of coastline. No part of the land is more than 200 miles from the coast. There is always a shortage of food due to the poor agricultural conditions. Somehow, only 1% of your population works in fishing.

HOW DO THE OCCUPANTS OF A COASTAL NATION STARVE DESPITE ACCESS TO AN ENDLESS RENEWABLE SUPPLY OF FOOD?

When we arrived there last time, all of the troops were wearing desert cammies.
They were shocked to find that the fields were green and un-harvested.
The Nomads had been killing the farmers and merchants, because they were farmers and merchants, and farmers and merchants are bad.
They steal food.
They don't fish, they use boats for piracy.
That's their nature.

Plus, fishermen are sitting ducks for pirates.
