Senators near compromise on immigration reform


WASHINGTON (Reuters) - Under pressure to produce broad immigration reform legislation by the end of the month, a U.S. Senate panel on Thursday neared agreement on a proposal that would give some of the 12 million illegal aliens living in the country an opportunity to earn citizenship.

Although no vote will be held until after a weeklong congressional recess, the Senate Judiciary Committee on Thursday appeared ready to back a proposal by panel member Sen. Edward Kennedy, a Massachusetts Democrat, who has worked on the issue with his Republican colleague John McCain of Arizona.

The panel, which is working on comprehensive immigration and border security legislation, will also consider a related proposal that would allow foreigners to enter the United States as legal guest workers and then have a chance to earn permanent status.

Republicans are divided over immigration policy, and the Judiciary Committee plan is likely to spark a firestorm from conservatives who oppose regularizing the status of illegal immigrants, saying they would be rewarded after breaking U.S. immigration law.

But backers cite both economic and security reasons. They say that providing a path to permanent residency and eventual citizenship will avoid creating a permanent underclass of workers and help bring illegals aliens out of the shadows.

Sen. Charles Grassley, an Iowa Republican who opposes giving permanent status to illegals, said after the meeting that the panel would probably vote for the Kennedy plan.

"The votes are there," Grassley said.

NO AMNESTY

Kennedy told the committee the proposal was not an amnesty. People seeking legal status would have to pay a $2,000 fine, apply for a six-year temporary status, have a job, pay taxes, learn English and show an understanding of U.S. government.

They would not get permanent status faster than the three million foreigners awaiting legal entry, he said.

"There is no moving to the front of the line, there is no free ticket," Kennedy said. "This is not amnesty."

Sen. Lindsey Graham, a South Carolina Republican, quipped that the requirements "probably exclude half of my family."

The panel also reached tentative agreement on a guest worker program sought by President George W. Bush has said he wants. A compromise struck between Kennedy and Sen. John Cornyn, a Texas Republican, would give future temporary workers an opportunity to seek permanent status after four years.

U.S. business groups favor creating a temporary worker program to help fill jobs that Americans either cannot or will not do. Both business and labor groups also favor giving current undocumented workers a way to legalize their status.

Committee members said details would be worked out during the recess.

The panel is working against a deadline set by Majority Leader Bill Frist. The Tennessee Republican, and possible contender in the 2008 presidential race, wants the Senate to take up a bill addressing only enforcement and border security. He threatened to do that on March 27 if the Judiciary Committee failed to reach agreement on comprehensive legislation.

Whether Congress will finalize immigration legislation before the November congressional elections is unclear. Both Democrats and Republicans are likely to use the issue to gain advantage.

The House of Representatives has voted for tough border security and enforcement legislation with no guest worker program. The two sides would have to work out their differences before a bill could be sent to Bush for his signature.

You want to know why they are doing this? It is because which ever party pushes this through the door has a free 12 million votes come the next election, and nobody cares if it is in the best interest of the country or not.

If I would be able to find a better job in say, Mexico or Canada, than I could here, I would enter either country illegally if I had to; however, I would not expect my new country to allow me to become a citizen.

And where do these illegals live that allows them to do jobs that americans CAN'T do? Is it never-never land? If the bill included an ironclad provision for building a wall I would support it. You really think there is any way on God's green earth you are going to deport all the illegals already here? It's never going to happen, especially when the Republicans pander to the hispanic vote even more than the dummocrats. We pretty much have to swallow the bitter pill over what happens with the current intelopers, but we absolutely have to stem the tide of the massive arterial hemmorage in our southern border. Yes, I know it's an unpopular opinion, and you will rant and rave and foam at the mouth, but you won't affect the impending "amnesty" one damn bit, and you know it.

I agree that the notion of mass deportation is probably difficult to the piint of impracticality, but it isn't necessarily impossible. This demonstrates (once again) how limp-wristed the gov't is; it doesn't have the nads to draw a line in the sand & hold it; backs down everytime this sort of bullsh!it is pulled. Then OTOH, it continually tightens the screws on its own. We lose more all the time even as the criminal element gains ground.

I was at my libtard college the other day. I had to do a report on educating illegal immigrants. Well most of the class seemed to have a problem with me bringing up the issue. It seems that its a racist issue for just talking about it. Overall we spend about 30 billion a year educating the kids of illegals and that's just the ones we know about. After I gave them a few dollar figures they started to understand the problem. Except for the illegals in the class!! Jesus put up the wall and cut entitlements

These politicians are ALL fuckin' traitors, No Party is doing ANYTHING to fix this nation and Ted Kennedy is still helping Illegals along, just like he did in the 60's. They are selling out this country and no one on either side of the aisle is doing much to stop it.

This nation will cease to exist in everything except name within 50 years, all our ideals will be null and void as will our Constitution. The special interest minority groups are running roughshod all over everyone and anyones rights but their own. We are being invaded and the politicians are only concerned about votes regardless of the cost .

I think amnesty is a BAD idea, but we need to come up with some plan to deal with the millions of illegals that are already here. Despite what some may say, just up and deporting all of them would bring our economy to a screeching halt. So what's the solution? I don't know, do you?

The 12 million illegals supposedly in this country equal about 1/4th the number of abortions in the USA since Roe v. Wade. We are importing their replacements. We are still about 35 million people short.

Open the flood gates. Let them in.

Were it not for the wholesale salughter of Americans in the past 33 years, we would have a large enough workforce so that 1) we wouldn't have to import workers, and 2) we wouldn't have to export jobs.

We are now paying a huge social debt from abortion on demand. Why does this stuff come as a surprise to any of you?
