What's the deal here? They are legal as long as they use black powder? What about the 60mm model there?

I was expecting to see one of those Civil War type mortars... the ones where the barrel wall thickness is about the size of the bore. I'm not so sure I'd like to be anywhere near one of those "thin wall" versions when it went off.
