If you ever read any sweepstakes rules, seems like all Canadian residents have to answer some type of trivia or math question before being declared the winner. Why?

I have assumed due to rules against lotteries but not against contests.

Games of chance are bad. Games of skill are good.

There is some very old law on gambling that makes gambling for rewards illegal, but, you can get a prize for a game of skill. So, lottery winners need to answer a "skill testing question".
