looks like a private sale, so he can ask what he wants for it. I can sell you a $100 bill for $5 if I want.

Better buy them off him at the store, so that you can verify that they work and weren't stolen.

This sale may or may not be legit, but I have heard of a scam where someone claims a card has $100 on it, and when you get to the store, it turns out it only has fifty cents left on it. There's no way to know by just looking at the card. I'd be very wary and only buy if you can verify their identity and get a bill of sale.
