How does the government determine the FET on a firearm? If Bushmaster or Colt manufactures a firearm, are they taxed on what the manufacture states is the retail price or wholesale?

Iirc (but double check) 11 per cent taxed on the maker

Is that on the wholesale price? For example: they say the weapon should wholedale for $800 but then add $88 for FET and now the wholsale price becomes $888?
