Try Fdisk-ing it first, then format it.

I assume you have a Windows XP disc. If so, put it in the CD tray. When you reboot, go into the BIOS and make sure the CD drive is set to be a boot device before the hard drive. It should allow you to reformat the drive. I can't remember exactly how the menu process goes... An alternative would be the use of fdisk. It is an MS-DOS command line utility. It will allow you to delete the partition(s) and start from scratch.
