Trying to clean some images that are in .tif format and convert them to .jpg
I'm using PhotoShop 5.5 ( yes I know its old, but it works and was expensive )

PS will let me change the format to .gif, .tif, .psd, etc but it will not let me save it as a .jpg which is the format my wife needs these back in.

Anyone have any suggestions?

Check how many bits it is saved at... If it's on 16 bit you won't be able to save as a JPEG.

Past that, we'd need more info on the file.

Flatten the image.  (I don't remember which menu the command is under)
Then you should be able to save as .jpg

Call me clueless, but how do I check to see if its saving @16 bits?
What is that under?

With the image open, click on "Image" and then scroll down to "Mode"... You'll see if the image is CMYK or RGB, and what the bit level is set at.
