What kind of body armor did the bad guys in the North Hollywood shoot out wear? Ive seen tests with clay behind the vests and those impressions always look very painful. They did get hit multiple times no? So why didnt they go down sooner?

IT was heavy I think level 4, shots were from a 9mm from quite a distane not much is going to be done to the badguys.
