Every time I try to open it via the desktop short cut I am prompted to reinstall the whole program via the web..

What gives?

you probably removed a required components with adaware se, or a similar program. Not usually limewire but alot of the file sharing programs are full of spyware. when you remove it it won't run

I have the "official" version of Limewire...and it works great.

As someone else stated...It sounds like you are actually clicking on the install.exe shortcut, instead of the shortcut that runs the program.

Limewire doesn't put those required components into your computer, unlike Kazaa.

If you get limewire from an official source its one of the cleanest ones out there. No spyware no adware no virus.
