not sure if paypal and ebays terms differ in that aspect, but they very well could.
I sure never list gun parts or anything remotely resembling gun parts to describe what I bought when I use paypal.

I have sold on eBay since 98. I sold guns on eBay to start with. They pulled one of my ads 3 weeks ago for an AR sling. I asked them about it, they replied that ANY parts for ANY weapon that is classed as an Assault weapon by ANY state is banned.
