If you are good and the lock is cheap you might try applying slight pressure on the opening handle, latch or whatever while turning the dials. You might get lucky and catch the tabs on the bar. I've done it. There's a bit more to it then that, but it's possible.
For the ones with four single-digit wheels, you could apply pressure to the lock, find the roughest wheel, and spin it slowly until you feel a click or sudden smoothness. Repeat with the next roughest wheel until the lock is open.
But unless you need that lock for some reason, a dremel cut-off wheel will do the trick in 30 seconds or less. Bolt cutters'll do the trick too. A torch could work, but I'd be reluctant to use one close to a circuit breaker box. Look closely at the whole locking mechanism too, there might be a weaker point then the lock itself.
