State Rep. Henri Brooks said yesterday she was upbraided ''in a very arrogant way'' by House Speaker Jimmy Naifeh for her refusal to join other House members in pledging allegiance to the American flag.
Naifeh said he discussed the issue with Brooks in ''polite tones'' and told her he preferred that she wait outside the House chamber until the pledge and prayer are over. The pledge and prayer are given to start each House session.
Brooks, an African-American from Memphis, said in an interview that she has not pledged allegiance to the flag since she was in the third grade.
''My family has taught me that is something that I don't have to do,'' she said. ''No. 1, the flag of the United States represents those colonies that formerly enslaved our ancestors. For me to pledge allegiance would be a slap in the face and a dishonor to them.''
Naifeh walked from the House podium to Brooks' desk shortly after last Thursday's House session began and told her he noticed she remained sitting during the pledge ceremony.
Brooks said Naifeh asked her ''in a very arrogant way'' why she did not stand to pledge allegiance to the flag.
''I think he should have called me to the office and we should have had a talk like two civilized adults instead of having a master-slave relationship at that point,'' she said of the House leader. ''That's the way I took it.''
Naive's version of the confrontation was entirely different.
''I said, 'Representative Brooks, I noticed you did not stand and pledge allegiance to the flag.' Her response was, 'I can't.'
''My response was 'Representative Brooks, I would prefer you not go into the House chamber until we have finished the pledge.'
Anyone saying his actions were racially motivated is telling an ''absolute out-and-out lie,'' he said.
