Regardless of who did it this is going to hurt Russia the most. Crimea is fucked now. If the Russians did it to slow Ukraine’s offensive they did it at a great cost to themselves. If Ukraine did it, it shows they plan on doing their offensive else where and they know how much this fucks the Russians long term.

Both the reactors and the spent fuel pools have intakes from the Kakhovka reservoir, depending on how low the reservoir (now a river again) drops it could cause issues.
The floodplains are mainly on the Ukraine side, and flooding the islands would remove many of the structures the Ukrainians are using to hide and create staging points. The mining efforts of the Russians on the east/south side of the river (controlled by Russia) will probably be washed away, but the lower banks are high enough to limit the flood damage. The dam was not working properly and the river was very high due to heavy rainfall. Here is a flood simulation by the US Army Corps of Engineers.
