A BILL
To prohibit the purchasing, issuing, or wearing of berets as standard Army headgear (other than for certain specialized units) until the Secretary of the Army certifies to Congress that the Army ammunition shortfall has been eliminated.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. LIMITATIONS ON PURCHASE, ISSUE, AND WEARING OF BERETS.
(a) LIMITATIONS- Except as provided in subsections (b) and (c), the Secretary of the Army may not--
(1) enter into a contract for the purchase of any berets for issue as Army headgear;
(2) authorize or require the wear of a beret as standard Army headgear; or
(3) issue a beret for use as standard Army headgear.
(b) TERMINATION OF LIMITATION UPON CERTIFICATION THAT AMMUNITION SHORTFALL HAS BEEN ELIMINATED- The limitations in subsection (a) shall cease to apply upon the submission by the Secretary of the Army to Congress of a certification that, as of the date of the submission of the certification, any shortfall of stores of Army ammunition has been eliminated.
(c) EXCEPTION FOR SPECIALIZED UNITS- The limitations in subsection (a) shall not apply with respect to a beret to be worn by members of the Army assigned to, or serving with, specialized units for which, as determined by the Secretary, the wear of a beret or other distinctive headgear is customary and for which the wear of a distinctive beret is specifically authorized by the Secretary.
