It looks like some kind of experimental Arisaka semi auto abomination. What is that? A gas tube running down to the bolt handle?

A semi auto, not a bolt gun, but that's just a guess.

No, the action is not an Arisaka.  The rifle depicted on the top is an Arisaka.  The rifle to be identified has a bolt handle that is located much too forward to be an Arisaka.

I think Critter_FRC is correct, it must be somekind of Japanese experimental gun.

I tried to find a picture of the rsc 1917 but I can't come up with one in any search. It does exist and is a semi auto, so maybe you're right. It's just that no one has a pic posted on the net that I can find.

No, I think I was wrong.  RSC 17 has a magazine sticking out from the bottom of the rifle (the rifle only held five rounds, tho, it's just Lebel 8mm cartridge is so oddly shaped).  The pictured rifle has an action very much like an RSC (i'd say about 98%), tho, but I don't recall an RSC having such a long gas piston extension. The rifle stock is also similar, but it looks more like an Arisaka's stock.

I think you and MG_ME is correct, it gotta be a Japanese experimental semi auto gun!
