I have always thought it should be by vote of simple majority of the 50 governors, pretty hard to do kickbacks and bribes for pardons with that many involved.   Takes away power from the federal government and back to the states as well.

I guess I should have elaborated, in my hypothetical what I would do no one person would have that power. I suppose you could make all sorts of similar setups that reduce corruptibility to the process.

There are so many people who got screwed by DOJ, people nobody knows because it is on the daily agenda of the DOJ to screw anyone over they desire. I really do think Trump should pardon anyone who got hemmed up in the Russia hoax investigation.
