The camera has a sticker on it saying "USB 1.1".  I'm betting that's what's known in the detecting/policing biz as "a clue" and it's just a (very old) USB webcam and you can cut that connector off, solder it onto any other USB webcam (you might need an ancient USB 1.1 version, who the hell would even make those any more? oh yeah the Chinese), and plug it in and have it work.

You'll have to figure out what the pinout is, though.  Hopefully the wires are color-coded normally.

I think he's saying it's just a USB 1.1 cam.
It's 5v.. you would just need to test the lines to make it uses the standards..
