Even if this HAD been a police gun, it would have been illegal. The gun would have been marked "LEO Only", and the gun couldn't even be owned by you if it was built into post-ban configuration.
Your lower was produced in 1999.

You got burned, and that's unfortunate, but it's also common. And, in large part, it happened because you didn't do your homework. It's the BUYER's responsibility to know what he's buying, and to understand ALL the laws surrounding the purchase of any gun. That doesn't make this dealer any less of an a-hole, but you bear some responsibility too.
Finding a *stripped* pre-ban lower is extremely rare; someone would have had to strip a pre-ban rifle down to the lower. In fact, they are almost ALWAYS built into complete guns, because the profit margin is highest, and the number of potential buyers is higher when it's a complete rifle.
Last, don't just go by serial numbers; bring them with you, and also bring the phone numbers of the major AR manufacturers so that you can call them to verifiy that particular serial number.
Get that thing back to the dealer and get your money back, if you can. Best of luck!
