my concern would be someone trying to snag like 10 (or more) of them for a near 1:10 (or better) chance of winning then just flipping the ones they do buy for an easy profit anyway.

Personally I wouldn't mind a limit of 1 per person, at least initially.

Might not be the classiest thing to do, but the HPD Swat Dive Team still gets $52,500, which is the entire point. The rifles are just a bonus.
